You can get a "Rebar bender" at your favorite home improvement store (about $30-40 iirc) but I don't know how well they work.

The advice I have read said to just take it to a rebar shop who can do it quickly and accurately (and hopfeully cheap too!)

Opinions vary. You can look at some previous threads in this group to see some lively discourse.

Candy Cane Rebar works, as does rebar with a V at the end, as does straight rebar with no bend at all.

I use straight rebar with no bend and as long as one is careful to prevent injuries from stepping on it or kicking it, it works just fine in my experience.

If you have a friend who lives in Berkeley, they can use the Berkeley tool lending library to get a rebar cutter/bender for free.

Get two pieces of pipe, one longer than the other. Put the rebar in the short pipe, step on it, put the longer length of pipe over the exposed end of rebar and bend them together.

Oh wait, you said "best." That was "cheapest." =)

I'm a true believer in the V shape formed by a torch. It works great and the rebar is bend-resistant. I've found bent rebar to be easy to bend out of shape while pounding. YMMV.
